Posted recently on an Irish motoring enthusiast's site.

I know of 2 of these conversions (excluding the 928Int one)
the wood trim makes a nice touch...
note the silver one says GTS and has reflector, but flag mirrors

Those cars are located in Denmark.

As far as I know there were 8 cars converted in Denmark, and they form a substantial part, if not the majority, of the 928's sold as new in Denmark.

The reason for this is the danish taxing of cars, and in this case the difference between cars registerred for personal use and for commercial use. Cars for personal use are taxed with 180% on top of the normal sale price, as we know it in Sweden, Germany, UK and US. Cars registerred for commercial use, and in particular cars intended for transportation of goods rather than people, are sold at the normal sale price. There are som physical restrictions for cars to be registerred for goods transport, eg. no rear seat, a bulkhed to separate the goods section from people section, etc.

Therefore it was beneficial to alter the 928 to a goods transportation vehicle and register it as such. All of a sudden Your new S4 had a sale price of 30% of the other S4's. A loophole in other words. It is now closed.

Denmark has no noteworthy automotive industry, and can therefore have cutthroat taxation of cars, without risking other countries taxing danish automotive products in return. Same is valid for Norway.

The car is a 1990 S4, has approximately 120.000 miles on the clock and is advertised for DKR 250.000, equal to USD 49.600. Yes, it was forty-nine-thousand-six-hundred dollars.

The gas (95 RON - EuroPremium) in Denmark is DKR 10.36, equal to USD 2.06. Thas per liter. The gallon is USD 7.81. Seven dollars and eigthy-one cents for a gallon of gas !

Still, doing this to a 928...

Here car taxation took off in the recent years, the anual tax due for a 928 (regardless of year, condition aso) is about 2800RON (roughly 1200$ ). Not to mention that if you want to import and register locally a 928, custom taxes are about 18.000$ if it cames from outside EU, and on top of that there is some insane "green tax" of another 14.400 euro (regardless where it comes from) .

On the other hand, a car that has not been manufactured for at least 30 years in it's current chassis/engine configuration can be labeled as "historical vehicle" and the anual tax is much lower, some 200$ or so.

That's why I purchased the already registered '79

Live in Denmark and pay $50k for pickup S4 or move to Sweden, buy proper S4 and few years old BMW 318d or something similar and commute to work in Copenhagen. No contest which I would do. When enough many people do this system has to change.

Current tax for importing 928 into Finland is between $500 and maybe $8k depending on MY and mileage. It would still be between $5k and $15k without several court cases in local and EU court. There are EU level rules which Denmark should follow. It seems people there are not willing to take cases far enough to change system.

From other member countries. Tax is based on what people are asking for similar car in Finnish market and in old cars case how much they weight. On 2001 and younger models tax % is based on cars CO2 emissions. When importing from outside EU also separate 10% import tax is collected based on actual purchase price abroad and 22% VAT counted on top of it.

There is EU level legal precedence which dictates upper limit how much EU country can collect used car import tax. Its based on real value of similar cars already registered in member country. Tax can't be larger than remaining tax build into similar cars value. Portugal, Netherlands, Greece, Denmark, Poland and Finland have all been in EU court and lost cases where they had collected too much import tax or had something else wrong in local legistlation related to new or used car imports from other member states. After court cases they had to change requlations but many obstacles still remain before cars can be easily moved from EU country to country.

At the moment its around 130 euros per year for all cars. It too will change soon and will be based on CO2 or in case of 2000 MY or older on weight. It will be between 60 and 600 euros. 928's being in the middle of scale as weight isn't very large compared to fuel consumption and CO2 level. If CO2 were known it would be around 450 euros. Thats peanuts since it has to be payed only on months car is actually on the road meaning summer only car is 250e per year. I would gladly pay for higher yearly tax compared to pay all at once when bringing car in import tax. 3200 euros import tax I payed for automatic GTS earlier this year would last for something like next 15 years.

So I'd say 1000$/year here is way off. Especially since it's no way to pay it just for the months you're actually using the car.

Imo a fair anual tax should be based on the actual market value of the car, plus a coefficient for CO2 emissions. I'm seriously considering the idea of organising a group of car owners and initiating a legal action against the government, but I need more info about the tax level in other EU member countries.
