8v at the fuel pump

Default 8v at the fuel pump

and 13 at the battery. Suggestions - corrosion at the panel? Other? This is on the 81.

Hi Ken,
Given the results from my partial cleaning and "DeOxit" treatment on the fuse panel, I would suggest that this would be an excellent place to start if you're reasonably sure that the grounds are good.

Remove fuel pump relay # XVII and check voltage at terminal 30. If good, voltage drop is in fuel pump feed circuit. If same as at pump, check voltage at fuse 22. Hope this gives some direction.

Voltage at terminal 30 was 12.7 (it is supposed to be constant hot right?) Voltage across fuse 22 was 8.4. What does this signify?

That's odd fuse 22 supplies terminal 30 of relay. You should test voltage at fuse, not across.Try to jump relay terminals 30 and 87, then check voltage at pump.

Jumping the relay makes the pump work just fine - thanks! That was a new relay - I guess I shouldn't have taken it for granted.

Yes, you can. It should jump a 12mm air gap to ground. More info here.
