carls kit has a fuel pressure regulator. but it does not say to delete the factory regulator. All the pictures in the destructions have the regulator and the dampner still hooked up. Carl's directions are between 35-40 psi when idling. I am 45psi. I have tried to adust but since the factory is 45. That one kicks in when Carl's adjusted below that

Well, there's no point in me trying to figure out how that's supposed to work. You need to talk to Carl. In addition, you should probably change your thread title to something a little more on-point like "Carl's SC Kit Owners Step Inside Please..." or "FP question with 928motorsports SC Kit"

Well, you can still make it to Hell, just stay off full boost until one of the "experts" in Hell has a chance to look at it. For all we know, the gauge could be off too.

There is NO WAY to lower the fuel pressure below the stock S4 pressure while still running the stock S4 pressure regulator. Period.

If it's supposed to run using lower pressure, then you've got to switch regulators.

Even after you get it all bolted on, you will need some time to get all the little issues ironed out. For example on mine I got my SC belt too tight and/or nicked it during the install and well after about 20 miles the belt was shredded!

Just one example of "the time needed to get it right"
