Check if you have a relay plugged into slot III. If you do - pull it out and tell us the number on it - it is probably the wrong one...
Until '91 the under hood light came on with the marker lights & hood open. In 91 & later it comes on anytime the hood is open.

From -90 and forward running light is just a simple question of fitting a relay in slot III (3).
This relay can short headlight top limit switch and is (by my oppinion) the most likely cause for this behaviour. This happens with ignition on but motor not started, the anode for running light becomes cathode with motor off, thats why relay is fitted with a diode.

This always happens to me when I leave the headlights up after manually extending them, and then I use the switch to turn the lights on. They will cycle up and down indefinately. Try extending them manually, and then lower them manually- see if that solves the problem....Once lowered manually, actuate the switch and it should be normal. Let me know if it works for you...

How long did you wait to try this one?

I had other issues to deal with before I got back to the headlights. When I did cycle it the first few times they kept bouncing up and down. It wasn't until I actually took out the switch that it started to settle down.
As for the running lights. I guess I should say the driving lights come on when the ignition is turned on and the car is started.
They're different than my 86.5, so I was wondering if there were driving lights on all the time? It could be that the switch is still bad.

Sounds like its the fogs that come on and that you have a relay in that place for DRL's
The correct relay is a 431.951.253.G
Having a car that is DRL equipped is quite unusual except in places like Canada & Scandinavia - if it wasn't required in the destination location Porsche did not originally equip. the car that way. It is a most likely an aftermarket install - which raises the likelihood that it has an incorrect relay installed.

This is a weird problem actually had a problem where my lights wouldn't come out but not light or light but not come out it was a faulty relay
