Does you HVAC blower run real slow all the time? No matter what the setting the controls are on, my motor runs (with the ignition on) at a very low setting. Almost like at setting 1/2. The outflow will increase when I turn the dial to 1, and will decrease (But still blow out some) when I put it back to 0. Is this normal on an '83??

It's normal, just keeps a little air moving at all times. Mine operates when "OFF" too. It's mentioned in the Owner's manual, BTW.
PS, how are things? Ears recovered from the mariachi band?

Yes, warp 10 with the controls to the far right. I think it's just the lower slider that engages the high fan speed, maybe both. I don't dare experiment on mine right now, since my AC system is pumped down to a vacuum -- no freon. The AC should also engage in the defrost position. I think that despite the significant differences in my HVAC system vs yours, these features are the same for most years.
