Note to self, cannot adjust timing with engine on without light. Will report back tomorrow.

If the rotor is not lined up do you loosen and adjust the dist. to line up at this point?

My WSM has 23 Deg at 3000rpm for M28/13/14 Models, opposite to the page posted above. Funny, it's got a pic of the numbers at 28 deg.

I have 23° for M28 13/14 as well. Sounds like you're on the right track. If that checks out I'd say take a long hard look at the work you did on the vac hoses.

Pull the distributor and engage the gear on the cam in the right orientation. When it's right, the rotor will be over the mark and the adjusting bolt should be near the middle of its travel. If it proves necessary to re-orient the distributor then the wires might have to be moved around on the cap. Start with #1 and follow the firing order.

I don't know if the number of teeth on the distributor gear is divisible by 8 off the top of my head, but if it's not then having the shaft clocked incorrectly could result in the ignition firing while the rotor is pointed away from the contact around the edge of the cap.
