Question odd behavior - no power to headlights nor cig. lighter

This seems to be completely random, but worrysome as well:
On occasion, when I start the car, there is no power to the headlights nor cigarette lighter (ie: radar detector). If I turnoff the ignition and restart the car, it seems to return the power to them. (I don't know if this works every time). If I stop/start it again, it seems to continue to power the headlights, etc. Whatever it is, it's linked to the headlights and cig. lighter power.
Notes: Parking lights and other electronics seem to work fine and are never disrupted.

Anyone experienced this or have any suggestions on what may be the fault?

Igntion switch X contact set is going out - replace the ignition switch electrical parts about $60.

Have a new ign. switch on the way.
Forgive the question, but is this a heavy wrenchers task? ie: do I have to take the pod off? I've found some tips on here for the older models, but not for a '91. I'm not much of a wrencher...

You have to unmount the pod and lift it to allow access to the rear of the ignition switch to which to electrical switch is mounted. The pod doesn't need to come completely out of the car (i.e., you can leave all the wiring and main switches intact).

MY 90 onward are trickier than before due to the knee bolster that must be removed first. There is a hidden nut accessible by removing the vent ring (rubber and then plastic pieces) from the outer edge of the dash. Feel inside the dash there and you will locate the nut. A flex-head 10mm Gearwrench is handy for getting it off. The other side of the bolster is anchored by 2 large bolts on the center console under a kick panel. I think there is another small nut/bolt midway on the bolster as well.

Anyway, after the bolster it out, it's a contortion act to get your head under the dash, remove a couple of small plastic panels and locate the main Allen head bolts that secure the pod. IIRC, there are 5 of them on 90+, but don't hold me to that. I just recall finding 4 and still the pod was not loose until I found the 5th. Anyway, once the pod is loose, it should slide up enough to give you a shot at the small screws securing the electrical switch. The it's just a matter of finding a screwdriver that will work considering the angles and still limited access geometry. I recall the screwheads were Philips, but you'll need a mirror to check that.
