Default headlight question

Hi my headlights do not angle up enough to see at night while driving with the lights in non high beam selection. In order to get good visability I have to drive in high beam which I do not think bothers oncoming traffic because I never get "highbeamed" when driving in highbeam selection. I have posted two pictures which show the extra play in my headlights. There is what I feel to be spring tension holding it in place in the second picture but in the first picture you can see my wifes hand holding the light where it should be. Has anyone encountered this and if so where do I hav to look for the adjustment.

There are 3 screws on the front of the motor assembly under the arm that are most of the height/position adjustment. There are also 2 bearings at the inner fender walls that allow height adjustment of the headlight. They all interact with each other. Do the bearings first, and then use the height adjusters at the motor. All 4 of the stops are adjustable. It is best to move them all out of the way to get the headlight motor to cycle where it’s supposed to then finish by putting the stops just up against the pads on the headlight base at the end of the job.
