Default 81 No Spark & Alarm Question

Background:
81 Euro S. Purchased non-running from PO (don't know if he had it running successfully during his ownership).

I've fixed the no-fuel issues (new pump, filter, wrong relay in EFI slot) and I am now adressing the no-spark issue.

Done so far - fully charged battery; replaced green wire; replaced distributor.
To do - check rotor; clean grounds; clean 12 pin connector etc.

Question: This car has a "Z" block in middle of central electrical unit. There is no connector plugged into it, nor are there any loose connectors in that area (that I can see). However, there is a jumper from the lower left pin to the upper right pin - my eyes are not good enough to see the numbers. Is this correct? Did the car have an alarm since there is a "Z" block there?

Any info on this would be very helpful as I am unfamiliar with the alarms on the OBs.
