At the directed website, there is a blue 928 with the standard headlamps sealed, and lighting is in the bumper where the fogs and running lamps are usually located. Has anyone information about how to do this? Is the setup possible to be made street legal? The owner has Connecticut plates, but I don't see an inspection sticker (I don't know if Connecticut has inspection stickers though).

Don, we have registration (not inspection) stickers in CT - they go on the windshield, bottom corner on the driver's side. The blue car doesn't seem to have one, but it's hard to tell for sure from that angle. Also, he has an antique plate ("Early American" - not a good catch-all category, huh?), so that may affect the sticker requirements, too. I same the green 928 at the LRP DE in July, but not the blue car.

It's a track car, so I wouldn't assume that lighting arrangement has any street legality.

Don, a few years ago at Devek Days there was a S4 that had that mod. I talked to the owner who advised they were headlights from a Chevy truck. The fit was almost perfect from the outside, really looked factory. I don't know what he had to do to the bumper cover housing to make it all work, but the Calif. DMV accepted it.
