The jumper is almost undoubtedly the bypass for the neutral safety switch, the switch featured on auto trans cars that only allows you to start in neutral or park. Unless you have had a park position added to your 5speed... Quick way to confirm would be to pull the jumper and see if the starter will crank. This method may be faster than chasing down color codes on a wiring diagram you can't read very well.

Dr. Bob that sounds reasonable given location. Funny I can't find any mention of that in the manual.
I'll be playing more with this on Sat. so hopefully all will go good.
On a side note does anyone have any pictures of the splice job they did to renew this connection. From the other posts I read it sounded like it was a place prone to failure and a few of you upgraded. Thanks in advance.

The CFD's don't show the jumper specifically, but the brown-with-yellow-tracer color in your picture of the jumper connector pegs this as part of the circuit that triggers the starter relay. That's why I suggested that you test by pulling the jumper and attempting to crank.
