Default Flappy Install Question

I just got the intake and valve covers powdercoated on the 89 GT and am reassembling the flappy. I know there was a flat washer on top under the circlip on the end of the shaft but there's a 2nd identical flat washer on the shaft in the baggie that I don't recall removing. Where does it go?

whan you install the flappy make sure to keep the flappy shaft bearings with the rubber sealed edge facing away from the intake this will keep dirt out of the bearings also make sure the stop nut device that the shaft stops on is adjusted so the throttle plate doesnt bind in the housing otherwise the flappy wont open. Use a drop of green loctite on the stop once its adjusted
