Success! I wasn't using a big enough hammer.
Actually it took a set of channel locks working on the lock cylinder to finally wrestle it free; it was really tight. Now I can finish the job, thanks for the help!

Had an interesting pawl today. 80 model 5 speed, lovely forest green. Got the cap apart....different. The pawl was broken as usual, but it was blue plastic, the white part had two big reliefs in the inside instead of the teeth in all the others I have seen; the lock tumbler was much shorter, and worse, the pawl cavity was narrower, and less deep. I had to grind the shoulders of one of steel pawls, and take 1/16" off the height to get it to fit into nylon carrier. Then we found the key the guy had didnt fit the lock, so I rekeyed it - ie, I filed off the brass blades enough to make it work. In the end it all worked well, so thats another one back into service.

A gas cap from a fiat 124 also fits. It was £6.95 in the UK (about $13). The key is also tiny.
How do I know? I fixed the fuel lines and having had the tank in and out it wasn't quite aligned as factory and the old (huge) cap no longer left the flap flush. Rather than take the tank out AGAIN and or force it to fit in the 'right' position I just looked for a smaller identical diameter cap.
