Should I be able to hear the fuel injection turn on when I turn the key a notch before starting?

Do you mean the fuel pump itself? I think someone (Wally maybe?) mentioned recently that the pump doesn't run until the key hits the START position, rather than the ON position.

Edited to include the link. This is the thread where Wally mentioned the <a href="http://forums.rennlist.com/forums/ultimatebb.php?ubb=get_topic&f=14&t=001421" target="_blank">fuel pump not running</a> until the engine is cranked or started.
