Question Unusual Oil Leak

Background:
Vehicle has been off the road for two months
Extensive replacement of rubber tubes, vacuum lines, valve covers etc
Come the big day of starting - started OK to my surprise but had a single tappet noise on driver side and immediately developed a significant oil leak - finally traced it to the set screw (grub screw)that 'looks' like its in the position of the oil check valve for the hydraulic valve tappets. Sits under the engine near where the steering shaft enters the engine bay. Not exactly sure.

Current Actions:
I took the screw out and tried to use a bolt to stop the leak but it didn't stop. I was suddenly concerned when it looked like it was the screw that holds the spring guide however, I checked the thread length and it does appear to be long enough to screw in the length of the internal thread. Poked in some wire to see what was in there - appears to be unused.

Questions:
-Does anyone know what this hole/screw is used for
-Can I do damage to the cams etc or does my model only use this as a simple hole in the engine which needs to be plugged.
-If it is just a case of sealing it what is the best way as there seems to be a lot of pressure to hold back (surprising for a set screw to be used here).
-Is the tappet noise related to the leak or just coincidental because it was sitting in the open position for so long.
