surging power and oxygen sensor (also toluene)

I need some suggestions on why my car might be "surging" around 3000 rpm. Power beyond that point has become anemic.
I had the car at a mechanic and they fix a couple of things and the problem got better but didn't go away. They didn't really test drive the car except up and down the street. How are they supposed to find the problem idling in the shop and down the street?
I suspected the O2 sensor and told him to check it but apparently he didn't. When I called back and told him the car was still surging, he said that he thought it was a lean condition probably caused by the O2 sensor. Why didn't you check it then, before I took off work early and had my brother drive 45 minutes to pick up the car. crap!
Can anyone direct me to information on removal, testing and replacing the oxygen sensor.
I asked the 928 message board about this problem and didn't get much responce. They said to use injector cleaner, which I already do on occasion. Also they directed me to some info on toluene. It was interesting so I did more research. Has anyone here tried this? For those of you who haven't heard of this or want a little more info take a look at the following link:
