Just drive on up to Alabama. I am sure someone there will do it for you. I seriously doubt they have any emissions laws. You don't even have to have liability insurance to drive there.
I bought a welder at Walmart for about $100.00. I can use up to 5/32" rods with it. That size should be plenty big for exhaust work.
When I bought a new set of cats for my car I took the old ones to a Muffler shop here in Redondo Beach and they turned it into a bypass. Of course it was with the understanding that the car would only be used off-road.
