Avoid this guy at all costs – I bought a Porsche wheel with center cap on ebay from this guy only to receive the wheel missing the center cap. He 1st promised to send a cap or refund part of my money. Then after I had a new tire mounted on the wheel, the mechanic found that all of the mounting lug nut holes were wallowed out beyond safe limits. Frank then said I was over reacting but just ship the wheel back to him and he would refund my money plus the return shipping cost. Once the wheel was received he dropped off the map. This was my first purchase on Ebay - who basically said “That is the saddest story they every heard – take a flying leap”.
At this point I am out the price of the wheel, the center cap, the mounting-balancing /dismounting the tire and the shipping to California.

Ebay is risky. I only deal with sellers with excellent feedback. Once you lose your money you are probalbly out of luck, although you can at least leave bad feedback for him. Be forewarned, he will probalby leave retaliatory bad feedback for you, if you do; so give it some serious thought. I still get cheated or deceived on very rare occasions, and I consider it the cost of bargain-hunting.

Thanks for the warning. Not defending the seller, sounds like a real jerk, but he has a horrible feedback. Last month he had 1 neutral feedback and 3 negative feedbacks. As pointed out in pelican, did you pay with a CC? If so you can dispute the charged. Same for paypal.

Just went through something similar yet worse. Got stiffed $850 on a guitar. The seller, who had no ebay history, also stiffed another buyer for the other guitar he had forsale at the sametime. Anyways, file a complaint through paypal. I was lucky in this case getting $825 back from PP freezing his account. The whole ordeal took 3 weeks and I learned alot.
First, file a complaint with ebay for item sent but not as described. He will then have 10 days to respond in the dispute console.
If the seller hasn't swept their account and there is still money in it, PayPal will have "frozen" the account until the claims are paid out.
If you DID pay using a credit card, you should call your credit card company and just "ask" about the charge back procedure. If they can assure you that you're covered, cancel the PayPal dispute and go with them instead. You cannot do bot at the same time.
In the event PayPal can't get any money back for you and you didn't pay with a credit card that will cover you, start filing with the following agencies.

why is everyone giving this guy such a hard time? its a heads up so others might not get burned. its not like he is asking anyone to buy anything or plugging some service.

Just to have access to all of those links to the agencies that Wade posted is very helpful. I can't imagine the time it took to track them all down. That has to be a help to someone at some point. Just hope that its never me........
