Final Word on changing shift points?

Hey all,
What is the final word on changing shift points?
Say you have an early 4spd auto, and the current shift point for 1st is like 4.5k, and the rest of the gears are 5.2.-5.5?
Vacuum modulator or downshift cable?
Both?
Mine is pretty well tight (cable) but the shift is still to low for the headers on the car.

I have a similar concern, Brendan. My '85 EURO shifts at about the same point 1st-2nd (a little higher the rest of the gears).
My biggest beef - is the lack of downshift 2-1 when above about 25mph....when 1st is good for 40mph...
Any suggestions?
