Default Headlight Aiming Problem

I am trying to get an 81 928 back together for a friend. He bought it off Ebay from the same guy that Tony bought his 'Scarface' hood from. The 'drive it anywhere' car and the 300+ mile trip back, late at night, was the sequel to 'Apollo 13" (don't breathe, turn off anything you don't need, and PRAY!)
Anyway. the driver's headlight is aimed up way too high. The lights are all the way up in the pictures. The brackets that the bulbs attache to are different, even though they have the same part #. One is not bent that I can tell. They are cast aluminum so they aren't bendable without breaking. This differnt angle also make it lay back farther when it is off. Did these brackets change in different years?

I don't think anything changed on the frame that would affect the angle - however these bolt to the rotator shaft that the motor drives and the pods (& brackets/yokes) have an adjustable up & down stop and are designed to detach in the downward direction - it may be that the drive shaft and carrier can over-rotate in the downward direction if missadjusted (or slipped) - then they would not rotate all the way up - you'd have to take off the wheel & fender liner to see whats going on...

The disconnection mode is so if the pods are rotating down and you trap your hand/fingers in the gap - it is not a catastrophe...

One effect of this is you can pull the light (yoke) up/ forward and they will detach... can you do this? do they then move against the stops into the correct position? If yes its a shaft position issue - if no - its more likely an end stop adjustment issue..

would be good if you can leave the lights up and take a pic of the back of the headlight mechanism from the fender area.

That's just it. I took driver side off. There is a flat area between the uprights. This angle has nothing todo with the raise/lower mechanism. I'll take some more pics in the morning.
