Will these fit my 88 928S4 without flaring?
The fronts are 17x7.5 with an offset of 23mm and the rears are 17x9 with an offset of 15mm.

No.
The offsets are wrong by a big margin. Look for offsets in the 55-65mm range, 55 minimum.
The 928 suspension differs from the 911, which uses struts. The struts are the pivot points for the steering, so the wheels and tires have to stick out so they will clear the tubes. Later 911-series and Boxter wheels are possible choices, but the purists will still tell you that the 55mm offsets used are not really correct. Plenty of 928 owners have installed Boxster and 996 wheels like the techno twists, and they seem to be OK for street driving. These are 7" or 7.5"/55mm fronts, with 9"/55mm rears. I found some 996C4 wheels that are nice but don't clear the front wheel bearing caps, so beware what you shop for.
928 International, 928 Specialists, and DEVEK market wheels that are the correct sizes for your car. It's worth looking into those, especially if you plan on DE or AX events. Larger sizes are available, while still maintaining fender and suspension clearance with larger tires.
