Default Bulb in light switch always on

I have a 1991 928 S4 (Euro). I recently took the instrument pod off, and since replacing it, the light bulb which illuminates the switch which controls the side and head lights turns on (once the ignition is on) even if the car lights are not turned on. Any suggestions? I have checked and found that the two wires which go to the bulb holder are "live" even if the switch is in the off position (and hence the bulb lights up) - is this the way it should be (in which case the problem is somewhere inside the switch itself), or should the leads not be live (in which case the problem is outside the switch). Apart from separating the switch to be able to remove the instrument pod, I did nothing else to the switch itself, so I would be surprised if the problem is inside the switch.

It is designed that way - so when you drive into the dark tunnel its very easy to see it and turn the lights on....

Since its always on - its the most common switch bulb to be burned out...

Many thanks for both your prompt responses - although I have had the car for almost two years, I didn't realise! By the way, I have come across your website before (SharkSkin) and, as someone with limited mechanical knowledge, have found it very useful. In fact, the reason I took the instrument pod out was to look at the petrol gauge which never went below 3/4 even if the petrol level was low, and the petrol gauge system is something your website addresses.
