I noticed tonight that my front drivers side signal light wasn't functioning. Who knows how long it has been out. I got no warning it was out on the dash. I know the system works because it gave me a heads up on the tail light when it got moisture in it. Is the system suppose to work on all lights?

On a lot of cars the signal is a fast clicking/signal relay sound, vs a dash warning. I am not sure of the 928 though as I have not had that problem yet with the 928.
Most of my recent cars have been that way though

Tail lights, clearance lights, brake lights. No signal lights. The Germans figure that you don't need to signal a turn, I guess.

You probably have a non-stock flasher 'relay'. The stock version is designed to flash at ~double speed if one lamp is burned out. Some units (e.g. those for LED lamps) are load independant and do not do this.
This is the normal indication of turn signal bulb failure.
The monitoring is otherwise on rear markers, rear/side markers (but not front/side) & brake lights. I would consider that the turn signals are monitored - just in a different way.

Yes - re-reading it - it is a little unclear if you mean turn signal or marker. Unless you have a Euro/ROW the front/side is just a marker light (Porsche called it all kinds of things over the years but settled on marker) on in the light switch I position (of 0/I/II). These are not monitored.
The corner turn signal on a USA S4 is a combined marker & turn-signal utilizing a fual filament bulb. The marker position filament (5W) is controlled like the front/side marker and is also not monitored. The turn signal filament (21W) is monitored via the flasher rate only.
