I tried the tablets and a can of the K&W block seal. Both slowed the leak, but never stopped it. With the K&W, you have to drain it out and let the block dry with the drains removed, then refill and run.

I just think my gaskets are toasted.

I hope you were refering to use #1 for the Vasoline and not use #2.

Concerning retorquing. Engines M28/09 and onward use the new head gaskets and are NOT retorqued. Earlier engines use the old gasket and DO need to be preloaded and retorqued. Ref pages 10-3 and 10-4 of the service manuals.

What's the difference in the construction of these two headgaskets?

Danno,

I'm not sure what the new ones are, like but the old ones were the typical graphite, paper and metal construction. Possibly teflon? The service manual just lists part numbers for the gaskets and engine codes.
