As you can see the pressure seems to be controlled by the plunger with the spring. I just don't know if the spring tension should go up or down to create more pressure.

As you can see there was some corrosion and material that got into the pump vanes. Maybe that and new seals will improve things, as well as hoses with no restricter.
I would like to up the pressure somehow though.

Do the three components shown fit together in series? - and where in the case do they fit? Seeing how they are assembled should indicate the effect of the spring on output pressure.

yes, in order that you see, with spring first in the shot with the side that has the brass pressure relief valve marked 127 on it (I think its a relief for major problem pressure)

So if I see it correctly, the spring is pushing against the pressure from the pump?
