I dunno - the vacuum diagrams do not seam to jive with what I'm looking at.

Look at the WSM Volume 4, page 87-2.

This diagram shows the earlier vacuum arrangement. Your manifold should be labeled T, L2, L1.

Actually, my car is not represented in the WSM at all. I found my vacuum diagram in the 1980 Service Information booklet - Page 30

Good, I'm not loosing my mind (well, not totally).

Geez dude...

I have no idea what year your car is or what the history of disassembly is. Serves your right if you took it apart and didn't tag or take pics!

Anyway, I will make some guesses to help you in your quest.

The car looks like an early car and the cable HAS to open and close a foot well or fresh air flap. I would say grab the thing and work the cable with a needle nose and see what it moves. Not sure but in your pic, it looks like it may connect to the zinc coated assembly right below it at the rear...there is a hole there.

There should be an actuator pot attached to the back of the console on the driver side that you have to use a mirror to see. There are 2 vac hoses that attach to it. This is for the comb flap i believe.(?) Actually, I think there are 3 vac lines that attach to it...hmmmm.

Not all nipples/solenoids were used in the early cars from what I remenber...but as always, I could be wrong. If you look at your first pic, there are "Y" fittings attached to the solenoids, look there.

Get out your mighty vac and work backwards following lines that actuate flaps. A 9v battery should activate the solenoids. I would get your mighty vac and pull vacuum on the engine side of the vac manifold and start activating solenoids. If your car runs, then forget about the mighty vac and 9v...just crank her up and work your HVAC head unit. Rather simple to figure it all out. There are only 5 or 6 pots to actuate. Simple process of elimination.

One more thing, if you have vacuum activated door locks, that seperate solenoid may control them.
