GM top engine cleaner is great for removing carbon deposits. Available at any GM dealer or AC Delco supplier. Follow directions on container. If deposits are on exh valves, remove spark plug. Rotate engine until piston is at top of exh stroke. Pour cleaner into cyl and let soak for 15 to 20 mins. Remove fuel pump relay and crank with rags over plug well to absorb cleaner. It will smoke like hell when you get it running but it is effective on carbon and sticky rings. Might need 2 cans. Good luck and I hope it's only carbon or a sticky ring(s).

Would you also suggest a thorough oil change after this process?

Yes, I anticipated that would be a given.
