Illinois emissions laws - can I remove my CAT now?
My across-the-street neighbor, who is a SCCA driver, responded to an inquiry of mine about modifying the exhaust system in our 1984 928s. He said that Illinois emissions law had recently changed and that our 1984 would no longer be subject to emissions testing.
This evening, at http://www.epa.state.il.us/air/vim/ I read that
Recent changes to the Vehicle Emissions Inspection Law of 2005 provide that vehicles of model year 1995 and older that are in compliance with the law as of February 1, 2007, will no longer be subject to emissions testing.
So now I'm wondering... I hear that the 1984 models were very restricted with their exhaust flow. If I swap out the OEM pipes what kind of HP gain might I expect?
Also, I don't want the car to wind up waking up the whole neighborhood when I turn it on. Perhaps I can't have that cake and eat it too..
Thoughts?

You wont get tested and you get to keep regular plates?
This sounds too good to be true.
Sounds like they are trying to cut costs and no longer operate pipe sniffers.
Much easier to just hook up the OBDII and go....

As long as your car meets the requirements as of 2-1-2007 it wont be tested. Might have to pass a visual.

Hi Tim,
I don't think we'll be tested again. If you had a valid epa sticker as of feb 2007, you should be OK. That's the way I read it. I had one of my other cars tested, OBD II, and the guy said they were getting rid of all the rollers and sniffers. I assume it cost too much to find the rare test failure. BTW, it would not shock me that with another administration, this position could be reversed.

Michigan hasn't had emsissions inspection for a number of years now (~10?), and are introducing a "voluntary system" but I have a feeling it'll become madatory soon.
They are using some type of laser setup on freeway on ramps that will measure your emissions and if they are out of range a camera takes a picture of you license plate and send you a little nasty-gram saying your car is out of spec.
I guess i might need to practice shutting the car off and coasting a bit...

My 1983 (basically same as a 1984) has the stock exhaust, but is cat-less. The PO had an exhaust shop make a bypass pipe where the restrictive cat was. The PO claimed that the car had improved acceleration afterwards. In terms of noise, the car has a rumble, but nothing too loud. I have been asked by several people on the street about my exhaust because they liked the sound. It has a powerful sound, but not a race car sound. I considered doing a full aftermarket exhaust, but I think the cost is not worth the minimial gains I will make over my cat-less exhaust.

I was unable to do a before / after dyno of my car with the exhaust mods. What I do know is adding the 85/86 manifolds and a Y collector made it a new car.
My neighbor has an 84 with headers & custom exhaust. I'm hoping to get his car on the dyno soon. Maybe come up that day and compare the two cars on the same dyno? That would give a good comparison.

I wonder how they are going to handle cars that are bought out of state and brought in?
Maybe they will keep one sniffer/roller around and when the car is registered it has to pass the first time and then after that no more tests.

perhaps worth noting lifted from Cal emmisions site .."Tailpipe failure rates tell a similar story. Roadside data show that vehicles fail the tailpipe portion of the test an average of 21.5 percent of the time; ..." Other data maintains that 10% of the cars create over 50 percent of the auto pollution. But it is like peeing in the ocean if one person does it , it makes little difference...Technically althought not usually enforced. Emissions tampering is a federal crime the EPA can impose a $2,500 fine on the individual and a $25,000 fine on the business who did the "tampering" per occurance. Federal law trumps state law and all cars 1968 > !! Also worth mentioning that metal matrix high flow cats in some instances have burned up in a couple years.
