If your car is 25 years old and registered in metro New York you are only subject to annual safety inspections no sniff or dyno. This was the last year to get my '83 through the dyno run.
How much does the O2 sensor actually do on the early models. There is only one and it is upstream of the cat. Is there any way to read the data from the O2? Mine seems to idle slightly erratic and I was wondering if the O2 is whats causing it.

If you have access to an oscilloscope, just hook it up to the wire. (Some O2 sensors have another pair of wires for the heater, so be sure to pick the right one.) The voltage should swing between close to zero and close to 0.9V, at around 2Hz at idle.

I bought my 928 in November here in IL. knowing that the PO was selling partly because of a emmissions test failure. As a new owner I am in compliance because they haven't asked me to have it tested yet. Does this new rule mean I won't be asked to have it tested?

Whether this means they'll actually *enforce* that is another question, but if the car failed the emissions test, you may still need to pass it one more time.
