Default Wipers intermediate mode :-(

Okay, here is the skinny!

New motor, new rotor resistor, new delay relay, and the damn thing still does not work! Does the switch in the stalk have any known issues?

Do you get +12V at C6 on the panel, something less than +12V at C7(varying with position of the potentiometer) when you activate interval wipe? Also I think C2 should be seeing +12V but I'm less sure of that. When the WSM diagram shows 7 wires connecting to a mystery box inside a relay that is only identified with a transistor symbol, it's easy to get lost. If those are getting power the switch is probably fine.

I'm kinda having the same issue. Where is the resistor pack for the wiper motor located?

Is the wiring on the dwell (adjustment) wheel correct/connected? The intermittent function will not work if a wire is wrong or not connected there.

Do the wipers work on any position or just non function on intermediate?

Here is my similar wiper issue:

New wiper motor,new relay. Still no intermittent speed and wipers will not shut off once activated. Also the wiper motor mechanism makes a horrendous grinding noise when wiping back and forth.

Got blades?

Just kidding I couldn't resist. You said the 'new' motor makes the noise. Is it really new or used? Can you pull it back out and just put power to it on the bench to see if it makes the noise out of the car?

It was brand new and shiny in the box and sealed too.

Mike,
yes blades are in place
The wiper motor is used. But the old motor made the same nasty noise too before it finally quit.
The motor is a major league pain to get at. I am not up to taking it out to bench test.

Andre, did you check the terminals I mentioned, or are the frozen peas(incl. the blue ones) keeping you out of the CE panel?
