It was the relay
Hey everyone,
This thread is kind of old, but since I just got it fixed, I thought I'd update it and put it to bed in case anyone has this problem in the future. It was the relay.
I ended up being able to trade for a used headlight relay rather than buy one outright (thanks Andre). Switched it out and voila! Works up and down just like it was made to.

Thanks, where were you when I was working on this for the past 2 months .
Bill,
I didn't realize the used ones were only $40, but with shipping, that's right on the bubble of where I would decide whether or not to try part swapping (usually). I hate to just order a list of stuff and swap it out, I'd rather isolate it and then just fix what's broke. Andre offered me a deal that made it worthwhile and we both benefitted (I think, Andre?).
Anyway, I'm glad to put this one to bed, I hated showing up somewhere and leaving my lights up or worse, getting out and hand cranking them down.
This weekend: Horses are on the way (crossover cat pipes from Motorsport and the Porken EZ-F'er )
