You can email the seller and he will tell you his story. Plausible - makes him look like a trusting sort who got burned (IE, big chump). I will wait for somebody else to post it, just out of curiousity to see if it is consistent.
I guess it could happen to anyone who gets a bit starry eyed about a car and loses perspective.
Just have a cop run the VIN. If it is reported stolen, it'll pop nationally by now.

Here's the 'story' I got from the seller...
" The guy I bought the car from said he would send me the title and never did. I tried to call him many times and was unsuccessful. I even went as far as to put a lien against his house for the title. His house has since been foreclosed on and my lien nullified. Unfortunately I don't ahve the time or money to invest in this car nor do I have the room to keep it untill I do. I don't want to sell it but I kind of have to. Thanks for the interest. Todd"

In California you cannot even sell a body shell to the scrap metal dealer with out a title! God only knows WHO actually owns this car and if there are any leins against the title unpaid loans. And there have been those who have wanted to scrap part out a car THEN later report it STOLEN to collect the insurance. Simply put there really is no way to "sell" an entire car without a title or proof of ownership.

In many Canadian provinces you can privately seize a car for unpaid storage fees. In British Columbia this is called a “landlord seizure”. In the province of BC, when you seize the car, you are now the registered owner, and a new registration is issued.
If you are storing a car for an owner who has since disappeared leaving you with unpaid storage charges, you can apply for title of the vehicle as payment for these fees. You don’t have to be any sort of storage facility or company, you can just be a private citizen. The vehicle in question can be registered in or out of province, or country.
It is a fairly simple process. ICBC has an action checklist for the procedure.
Essentially you are stating to the province that you (the landlord) are owed unpaid storage fees for the vehicle in question. You supply the name and last known address of the owner. The amount of monies owed (e.g. $200/month). You supply proof that you have made attempts to contact the owner by:
1) Producing an “unopened, returned undelivered”, or registered letter to the last known address of the owner. This letter states the amount owing on storage, your demands for payment, and your intension to seize the vehicle by a certain date in lue of these monies.
2) Supplying 2 advertisements in your local paper stating the above (classifieds section).
The final submitted form must be notarized as correct by any notary ($15-20 bucks per signature), and include the proof of no contact letter, and the 2 newspaper ads.
After 2 or 3 weeks (can’t remember how many days), ICBC issues you a new registration for the car in your name (you don’t ever pay taxes!).
Easy to get a registration in BC eh? Just don't leave you car unatended for 3 weeks or more!

My newest lawyer has asked me for info. that included everything from work history to assesment issues to the damn bank statements.
I'm sick to death of it all.
To read and rehash what has happened was the worst. I literally had to stop and to it another day.
Finally I got it all done.
I'm waiting for my Woman Atty to get back to me.
Divorce is worse than death.
I'm fighting for my Kids. After rehashing everything and thinking about the now and the far past I ask myself .................................why?
I will never marry again.
I miss my Kids terribly.
