Good stuff Roger.
One thing to think about if you're going to the extent of tooling is perhaps a multi-cavity tool. We use a lot of plasctic pieces in the telecom world and when the parts are small the specialised tool save many $$$.
Not sure how similar rubber injection tools are to plastic.

Redesign the HVAC head to take the control signals for the solenoids to the servos which are then mounted to replace the actuators. The design would have to use servos strong enough to open and close the respective flaps. This way the auto system can remain unless one wanted to get real adventures.

If (and its maybe a big if but I'm pursuing it) we can replace the vacuum acuators with electric servos there's a possibility of changing the default positions. If this works what would be your preference.............my first thought is the hot water valve; default closed?

Of the above, what would likely be causing a "ticking" noise from dead center of the console/behind the vent?
My initial / uninformed guess would be the Comb Flap Actuator or diaphragm?
Any thoughts much appreciated.

mine was making a regular ticking noise from behind the dash a few seconds after the engine started, and it was a small split in the diaphragm.
when the diaphragm was at rest the split was closed and held a small amount of vacuum, and when the vacuum pulled the diaphragm it opened the split and it would loose its vacuum quickly and make the flap fall back to rest and make the tick noise, then the cycle would just keep repeating itself.
very annoying noise.

Replacing the comb flap becomes much easier using a cheap inspection camera linked wirelessly to your phone. You can do it in comfort sitting in the car! Still need to pull centre console but that’s not too bad.
