Your car's have been painted then. Solid-color Glasurit is a single-stage, non-cleared paint, that extended well into the 90's. My '91 911 turbo has Guards Red, no clear coat as well.
My 86.5 with now 13,100 miles is perfect, "Indischrot" red, non-cleared as well.

My 86.5 has about five different shades of Guards Red, it was repainted on the drivers side as indicated by the clear coat and the non-Porsche rockguard at the bottom. All the plastic pieces are more a shade of pink now rather than red. I'm debating wether to go with a full repaint or a touh up to the pink areas.
Would color sanding help? What I'm afraid will happen though is I will hit an overlap of non clear and clear and cause clouding of the paint.

you'll have scaling if you break through the clear-coat: you'll see the edges of the clear. Problem is, if water/dirt gets under the clear at that point, it will start fading/flaking even worse. Best to wait to have the whole car done correctly at one time.

Is my 86.5 India red paint code any different from Inishrot red or guards red? I got some touch up paint and it looked too dark (by one or two shades) after the paint dealer told me its guards red.

The touch up paint I got matches perfectly. It goes on flat and needs a touch of clear over it. But by the time I shave, rock, wetsand, and buff, its an invisible repair.
Most touch up paint needs the additional steps to match what is on the car.
