Those were not installed on US models until 85.

My '83 Euro has that too. Are we both 5 spds? Could it be auto-related?

That was my thought, being that some manufacturers install the same wiring on both variations...but it would be nice to find out what it plugs into, yes mine is also a 5-speed.

I found something like that hanging down beside the RH bank on my 83 Euro K-jet not long after I got it. Eventually I found a matching connector on the side of the fuel distributor, and after plugging it in, my hot start issues were mostly gone away.....so if you have K-jet, check out the Distributor?

Sounds like the frequency valve. Um///are you KE-Jet???
Was the plug on tthe fuel distributor or the plenum that it mounts to? Our plugs are way up near the headlight, although I guess a harness could patch in there and span the distance. I don't have the connector on the fuel block though-- there is a space for a module though.

No, I am NOT KE-jet!!! The connection was on the RH side of the distrbutor body (towards centre of engine), and would only be seen from RHS of car with air cleaner lower casing removed. My lead comes off the RH side loom, so is on wrong side for this case, but from memory is very similar in size, and had multiple pins/sockets in it.

the connector seems too short to be hooking to the distributer, and the routing of the wire would be positioned elsewhere I would think.

I spaced for sec. There is a hot start valve on the pass side, my car has it too.

How many contacts are in the plug? It almost looks like a diagnostics connector, but I'm pretty sure the '83 did not have that functionality.
