I've thought about re-wiring, but the bulb monitoring system came to mind. I sure hope this won't be a slippery slope. Can you tell me where the ECU resides for the Bulb monitoring? Perhaps it's been disconnected?

The bulb was never burned out... It's a Euro harness so the inside bulb is for brakes only - and in that mode it works. It's just the wrong harness for the car.

Andrew - for a '91 should be attached to the passenger side dash shelf (underside I believe - right above central electric).
You may want to test your monitor - assume you get the stop lamp bulb warning on startup untill you depress the brake... on the side that is correct does removing a marker bulb give you a warning?
On the side that is Euro - does removing a marker bulb give you a warning?

Yes, I get the stop lamp warning at start up, but when I went to replace the bulb, I went to one auto parts store, pulled the right-side (US) bulb, but they didn't have it, so I just put it in my pocket and drove around to the next store. There was no bulb warning.
Thne when I got home and pulled the left side and discovered my issue, I put the car back in the garage with multiple bulbs pulled. No warning. Me thinks I don't have the ECU connected.
