as far as the bolts are concerned... its a question of structural integrity, not looks... one only tightens the bolts down on the metal once because on that first tightening the metal "seats". if you pull off those bolts, they are compressed, and have already been pushed, so to speak, on the torsional force front... if you use them again, the structural integrity of the bolts will be compromised.

maybe it's only an issue in race-driven cars, but i'd personally be one to follow safest practices possible when it comes to the parts on my car that can seperate at 120mph and fly off my car... I can't imagine having a 3 piece wheel fall apart at speed could be anything less than deadly...
