Default Headlight dilemma

I'm trying to sort out my 1982 US headlight issues. I fixed the high/low beams by swapping the relay and I also put in new bulbs in the fog lights, now when I give one twist the fogs come on but the headlights also light up and point strait upward to the sky. One more twist and they pop up and all is fine. I'm trying to get the lower inner driving lights to work also. Put in new H3 bulbs but no go. Fuse #2 says driving lights but for (Euro).

So the question is...how do I get the inner driving lights to work and how do I stop my headlights from coming on before I twist two clicks for them to pop up......if that makes any sense at all !!!!!!!

The way they're wired from the factory (and the only legal setup in most states) is that fogs will only light with parking lights and low beams, driving lights will only light with high beams. The fogs have their own switch (well, button), does it work properly? As far as the lights towards the sky problem: somebody messed with your wiring, you have a loose wire/connector on the back of the CE panel, or your combination light relay is bad.

FlyingDog...thanks for the advise. Fogs are on with or without the fog button pushed in. Driving lights will not come on with high beam. Is there a button that controls the inner driving lights ??

They driving lights are suppose to come on with highbeams, no other switch. If you flash your high beams with the headlights off, do the driving lights flash? On 87+ cars, the inners are fogs and the outers are driving lights I think. I don't remember if pre-S4s are the same or opposite. I can't test mine for you to check... my CE panel is on my desk.

I'd guess somebody messed with your wiring.

I think you may be right. I'll have to take a closer look at all wiring. The inner driving lights aren't working at all, with highbeams, flashing, etc. Outer fogs are on with low beams. I've tried two different relays and they perform a little different....could be I need a new relay all together....thanks again for the input......
