The answer should be yes. That area is accessible inside the wheel well. The rear fenders are steel, which is easier to work then the front aluminum fenders. If the paint is unbroken, the result should be very good. The problem is getting a good paintless dent guy. My local PCA chapter has an event they sponsor each year with a good paintless dent guy. The other possibility is to ask one of the higher end car dealers who they sub their door dings out to. That's how I found my first good dent guy.
The car is in Northern VA? A dent specialists was at Hershey two years ago (I couldn't make it last yr - I assume he comes each year). I have his card at home. He is in MD if you can't wait til April. I need his services this year. I'm writing myself a note to post it here, but may not be on computer again til Monday. [edit to add info]

I agree it's in a bad spot but I would bet a good dentless guy could get at least 95% of it out if not completely out. You definately want to give it a try, those guys do absolutely amazing work.
My neighbor is the owner of a paintless dent removal company, the name of the Co is The Dent Clinic (mobile service). I have been trying to get him to look at two on my car but he has a pretty busy schedule when it comes to freebies
