Blower resistor pack

I finally replace my blower resistor pack with a nice new one. I only had the high fan speed before.
Today, driving to work, no heat on, fan on Zero, sun roof open, I stop at a red light. 5 seconds later.... "Magic Blower" , then every 20 seconds or so.. huh?
I would have thought a brand new resistor pack would not have this problem, plus the fan speed was on zero.... Is there supposed to be fan motion on zero because I didn't feel any.
The pic is the old unit, it didn't have the protective cage the new one had.

Ouch!
I don't know if this is revelant, but here's what I did with my blower pack to stop magic blower, and disable the zero speed (Magic Blower Quick Fix).

Thanks for the reply, strange how position zero is super low, in fact, I didn't even feel ANY air flow at all.. Strange.
I might try the fix that you mention to make "zero" really off.
