I think kit car style is the only way to go.

If you build a car, it has to be inspected.

It is different if it is a car for sale to many people.
If you are a car-maker, you have to do crash tests.
But if you build a kit car for yourself, it does not
have to be crash tested, just inspected for safety.
It has to have bumpers, fenders, headlights, etc...

I'd check on the kit car sites about registration issues.
I bet they have tons of info...
Many kit cars have pieces of chassis, and engines,
from totalled cars. They are often a blend of a lot
of different parts...

A "reconstructed vehicle" is a vehicle that is required to be registered in Utah, and has been materially altered from its original construction by the removal, addition or substitution of essential parts, new or used.

The make and year of the vehicle are determined by what the vehicle looks like after reconstruction.

Example: A 1978 Ford pickup body is mounted onto a 1977 Ford pickup frame the vehicle will be a 1978 Ford. The model is reconstructed.

To title and register a reconstructed vehicle the owner must:

Complete a Form TC-569, "Ownership Statement," explaining how essential parts were acquired, how the vehicle was constructed and the completion date.
Turn over to the DMV the title(s) to vehicle(s) from which essential parts were used (essential parts include the frame and body). If the title(s) are not available, an "Ownership Statement" must be provided, stating in detail why title(s) cannot be surrendered.
Turn over to the DMV the original bills of sale and original receipts for parts used in construction of the vehicle. The owner may retain copies of the receipts for his or her records.
Complete a Form TC-162, "Application for Utah Official ID Number" and a Form TC-656A "Title and Registration Application".
Provide the DMV with a picture of the vehicle or bring the vehicle to a motor vehicle office for a visual inspection.
Obtain a safety inspection and emissions inspection, if applicable. Vehicles with 1967 or older engines do not require an emissions test. In counties that require emissions testing, the owner must obtain a waiver from the local county emissions office.
If all requirements are met, the vehicle owner will receive a Utah Official ID number for the vehicle. The owner will be instructed as to how to affix the assigned ID number to the reconstructed vehicle. After installation, the VIN must be inspected by a police officer, a motor vehicle examining officer or certified safety inspector. This may require more than one visit.

In addition to the above procedures, all other title and registration requirements must be met, including payment of fees and sales tax. Sales tax is due on the amount paid for all parts, except for parts on which sales tax has already been paid.

It looks like Utah just might be willing to issue a title but would clearly want sales tax. It would require a lot of documentation of purchasing parts.

Getting a title for a KIT car or homebuilt is not all that easy in many states especially if the engine is from a later vehicle subject to emmisions.The following is an article from Street Rodder by Brian Brennan ...........

On Wednesday the 6th of October, 22 law enforcement agents and other individuals from the State of California, Department of Justice Fraud Division, Department of Motor Vehicles, California Highway Patrol, Department of Automotive Repair and others arrived with guns drawn and flak vests on at the shop of Boyd Coddington Hot Rods & Collectibles (La Habra, California).

In speaking with Boyd Coddington he told SRM that the State of California seized certain company records for further investigation. Boyd also told SRM that three license plates were removed from vehicles within his consignment shop. These vehicles were built decades ago by the likes of Fat Jack and Pete & Jake's. Apparently the state of California is looking into any improprieties that would lead to the state being "shorted" tax or registration dollars.

Boyd also told SRM that he had to show records proving such vehicles as the Whatthehey and the Alumatub were legally registered and taxed, which they were. He also had to show records on two of his Boydster's that were built and given away as to how they were registered and how were the vehicle's values determined and did the new owners pay the appropriate taxes. At the time of this writing it appears Boyd's business has done everything according to the law but that SRM has been told the investigations will not stop with his shop. Boyd was singled out because of his "visibility" on the television show American Hot Rod and that other California builders would soon be paid a visit."


What a bunch of crap. The revenue pigs are out to hang somebody, but its pretty obvious that Boyd is in the business of building stuff from scratch or junk, and this whole "illegal VIN" business is exactly that, business that California can CASH in on. Why don't those revenue pigs go after a real chop shop? The old retro hot rod industry has always been run like that. The state could make it real simple to take care of, especially on old cars, just by having people who have a car with a C.O.D. or salvage title go to an inspection station to check to make sure the car is roadworthy , but NO!! Those motherf*r's couldnt actually HELP people!

funny thing is (not that funny), they could make a real bundle by letting us re-register our stuff w/a decent inspection to wipe out salvage/cod titles, by increasing the value/taxes afterwards....
