Correct especially if the assumption is made that "sompthin musta moved " and the crank or cams are then turned so the marks "line up"......16 valve car then cranks BUT will not run !! 32 valve engine cranks will not run AND usually bends the valves !! Fortunately it most often happens on the 16 valve where you remove the belt at TDC rather than at the 45 degree mark.
