My guess is it is that it is the warmup regulator. At one point in time Bosche was rumored to have said 1/2 of all the core fuel distributors sent in for rebuilding were FINE !!! Mercedes ,VW, Volvo, 911 all used CIS for many years.
Rolls-Royce and Bentley used CIS during the same period. Usually, the metallic strip inside the WUR fatigues and your pressures go off spec. There's a hack for making it adjustable out there on the net somewhere, though I haven't had to resort to it for my SC (yet).

Micah replacing the syncronizers means completely taking the transmission apart and usually additional parts will be needed . Getting it in and out of the car is a few additional hours of labor.

The CIS system works by metering the fuel based upon the differences between the system pressure and control pressure. If your distributor is leaking, it will either reduce the system pressure and it will run lean or it will reduce the control pressure and it will run rich. Odds are it is leaking control pressure and running too rich since it bogs at higher rpm's. Either way the distributor needs repaired or replaced. BTW beware of buying an older distributor that has not been used in a long time as the internal o rings have probably deteriorated. BTDT
