Is your wiper switch in the console? I thought they changed that later. Did you change any relays right before this happened? Maybe you have an incorrect/NFG relay installed?

Ah. FWIW, the problem is more likely at the other end of the wire... fuse panel, relay, shorted wire. Have a look at the diagram below. If you get power at pins D7 and U4 only when the wiper switch is turned on, then the problem is not in the pod. If there is always power at D7 with the ignition on, even with connector "D" unplugged, dig away.
If you pull connector "D" off of the fuse panel and it still does this, but stops if you pull plug "U", then the problem is in the fuse panel somewhere, maybe a wire melted and shorted across this circuit. If this is the case take 10 minutes to pull the panel out and have a look. In particular check the condition of the jumper on the back side that connects D7 to U4.
If it still runs with the ignition on and plug "U" disconnected, then the problem is between the fuse panel and the rear wiper motor. Or maybe the motor is kaput.
When connecting and disconnecting connectors on the fuse panel it's safest to do so with the battery disconnected. As long as you don't engage the starter, you can disconnect the ground strap and make the connection with a jumper cable so you can quickly kill power, fiddle, apply power, test, etc.
