Default Steering Rack

What purpose does the black plastic tubing (located on top of the rack, spanning from end to end) serve. I had lowered the rack to replace the engine mounts and was in the process of re-installing when one end of the tubing came off. The tubing just slides onto the fitting, similar to vacuum stuff, but has lost its bite/fit due to age. I also noticed that squeezing the tie-rod boots forces ATF through the fitting.

It lets the air go from side to side as the bellows compress & expand.

So I guess if ATF is flowing through when I squeeze the bellows I have fluid in the bellows. The dreaded rack seal leak....

A little may be O.K.; if it isn't dripping onto your driveway & the level doesn't go down, don't worry too much... yet.
