On my car (1986.5) it's the "intensive washer" and when I push it, fluid from the front reservoir squirts on the windshield. Next to it is the wiper delay potentiometer.

the yellow wires go to the wiper delay rheostat,on the right side of the steering column

If the head lights are up it cleans them

To activate the headlight washers the headlights must be raised then push forward on the washer stalk this will activate the HL washer pump and a prodigious amount of washer fluid will spray on the HLs and all over the fenders and hood
So if your testing be ready to wash the front of the car
