Pull the screen out see if it drains if not then
Remove the hose from the stand-off pipe if it’s full of oil you will lose about 10 oz or less look down the tube to if it’s blocked at the pan inlet

I removed the rubber hose and oil in the filler neck was full of oil. I removed the 2 - 10mm bolts but can't seem to pull the neck out of the motor to see what's blocking the tube. What's the trick?

shine a light down the metal tube see if a cap might have fallen into the tube or the gasket might be blocking the tube

There's a gasket on the filler tube mating surface with the oil pan. It has probably bonded the 2 parts together or someone used some gasket sealant on it. It should come out once the fasteners are removed.

also the belts must be removed as the pipe has to twist around
NOTE your standoff could also be sealed with an O ring,
but based on your report the pipe has been glued to the gasket

more that likely the PO was putting in oil ,
and took the screen out to speed things up ,
while not paying too much attention.
the debris fell into the oil fill ,
and was washed down the tube till it got stuck and plugged the tube
