Default Cleaning Underside of Hood

What in the world is on this hood?
It's almost like four layers:
First layer like a "dried oil grime", almost as if it were sprayed on.
Second layer maybe yellowed clear coat?
Third layer Meteor Metalic
Forth layer gray primer?
Dawn or Simple Green won't touch it.
Alcohol seems to remove layer one without harming layer two.
Acetone or Brake Clean take off layer one but seem to attack subsequent layers as well.
What do you all recommend to clean this thing up before installing new liner?

We use 3M adhesive remover.
A bit pricey (like anything from 3M), but removes the adhesive and leaves the paint.

Thanks Greg, but the adhesive isn't the issue, it's the "painted" areas. There is a "black film" then a "yellowish film", almost like Porsche sprayed it with cosmoline that collected 37 years worth of dry grime. The darn stuff just doesn't want to come off without damaging the paint. I've already damaged enough where I think I'll take off all that I can, then sand, then spray the underside only with rattle can metallic gray.

For the area where you will put new foam adhesive pad, you can powerwash and get all loose material removed. New hood pad will adhere just fine, no need to get perfect.
If acetone won't work on painted areas, try a drill-mounted adhesive eraser. I was impressed when removing old adhesive behind rubstrips, without damaging paint.

^^^^^ Thanks, but the adhesive isn't the issue, it's the painted areas surrounding the liner area.
Almost as though someone "dusted" it with flat black to hide the extremely yellowed, and in some areas, orange peeled clear coat.
In removing the black, I damaged some of the clear coat. But the remaining clear coat is so horrible looking that I decided to take it all off.
In removing the clear coat, I damaged some of the color paint so now it's mostly down to primer and I intend to spray it with >>> this <<<.
Not a color match but it's on the underside so it should be OK. Hopefully I won't mess up the top side in the process.

If its like overspray, a "heavy" clay bar might work.
