79' Euro - Headlights lift up but no light

Hello - After some troubleshooting, I'm taking my issue to the board. My 1979 Euro spec headlights will pop up, but will not turn on. I have done the following:
1. Checked the headlight relay - functional
2. Checked the headlight safety relay - functional
3. Checked fuses
4. All other lights are functional
Other details
-The first time this happened, I turned the lights off and on and the headlights came back on
-I tried wiggling the key in the ignition as I know the headlight safety relay gets a signal from the ignition to make sure the car is running
- I have a new ignition switch, but haven't installed it yet.
Does anyone know where the contact is in the headlight mechanism that triggers the safety relay?

There are 5 relays for your year's headlights
XIV - HL 'Dimmer' Relay - controls High or Low beam switching for the headlamps (depends on HL relay for power)
XIII - HL Relay - switches HL beam on/off (feeds to high or low beam filaments through HL 'Dimmer' Relay)
XVI - HL Control Relay - Interlocks beam on/off with headlamp pod position - on only with pods rotated full up (controls the HL Relay coil, along with HL switch)
IV - HL Safety Relay - Allows the HL pods to park (down) even after the light switch and ignition switch are off (missnamed - controls only the HL Pod Motor Relay)
III - Concealing HL Relay - drives the HL Pod motor
The only two relays you need to be concerned about given your symptoms are XIII - HL Relay and XVI - HL Control Relay. Best test - remove Relay XVI and connect the socket pins 30 & 87a with a jumper wire - with ignition on & HL switch in HL position if the HL lights come on - then relay XIII works normally and you probably need a new relay XVI - good news since relay XVI is a normal relay. If this doesn't get you the HL on then you probably need a new relay XIII which is a complex relay and more difficult/$$$ to source.
The following labels allow for better understanding and clarity:

XVI - HL/Pod Interlock Relay
