Default abs pump relay cover

As part of trying to find the cause of my ABS warning and Diff Control warning, i want to get access to the ABS pump relay (so i can test it). It sits under the cover, marked as 18A in the diagram below. I have removed the bolt (19). The cover moves a few mm but then won't come off any further. I don't want to force it and break anything. Am i missing anything, or do i just need to apply a bit more force?
I also plan to obtain a spare ABS relay (the one that lives in the CE board) and see if that resolves the issue.

as long as you have unscrewed the bolt far enough so as to pull it fully out as pictured, that's all that holds the cover in place.
